Southern Tier and Central New York

The Southern Tier Region has four NY Rising communities distributed over three counties – Broome, Madison and Tioga. 1 The region’s communities are located along rivers and waterways which experienced significant flooding during Hurricane Irene and Tropical Storm Lee, such as the Susquehanna River, as well as flooding in the summer of 2013. As of May 2019, there are 33 projects in various stages of implementation within the Southern Tier. Projects encompass a variety of measures designed to mitigate flooding and provide enhanced emergency response during a storm event. Examples of projects underway include the elevation of a critical road to ensure safe travel for emergency responders and evacuees and the construction of a new water plant and operations building.

NOTE: The NY Rising Community Reconstruction plans referenced on these pages are comprehensive planning documents created by and for the affected communities. For this reason, the documents describe projects that were discussed; however, not all of these were selected by the community as priorities to be funded.

1. Madison County was part of the NY Rising Community Reconstruction (NYRCR) planning process but no projects from the county’s NYRCR plan will be implemented with CDBG-DR funding.
