Under GOSR, the Bureau of Environmental Review and Assessment (BERA) oversees the Environmental Review process on all activities and projects utilizing CDBG-DR funds to ensure that all state (SEQRA) and federal (NEPA) requirements are met. A coordinated SEQRA/NEPA review process includes procedures to satisfy these requirements, such as preparation and publication of public notices in order to afford interested agencies and the public the opportunity to learn about and influence the agency's decision-making.
