Single Family Homeowner Program

INTRODUCTION

As a cornerstone of the State’s efforts to assist storm-impacted New Yorkers, the Governor’s Office of Storm Recovery (GOSR) operates the NY Rising Housing Recovery Program to facilitate home repairs, rehabilitation, mitigation, and elevation for the owners of single-family homes, two-family owner occupied properties, and manufactured homes. Seeing up to 300,000 housing units damaged, the State– from the very onset– made strategic decisions to speed up the distribution of funds, empower individuals in their own recoveries and provide them with opportunities to incorporate optional resiliency measures. Above all else, GOSR has recognized the extreme importance of getting families back in their homes, while simultaneously ensuring compliance with U.S. Department of Housing & Urban Development (HUD) requirements.

Additionally, Interim Mortgage Assistance (IMA) is available to qualifying applicants that are paying both temporary housing costs and mortgage payments as their home is being repaired. UPDATES

May 18, 2018 - The Program will extend interim inspection deadlines outlined in the FINAL NOTICE OF DEADLINES for all Program activity to January 1, 2019. This extension includes interim inspection deadlines associated with Repair, Optional Elevation, and Optional Bulkhead, which are now extended from June 1, 2018 to January 1, 2019. In addition, this interim inspection deadline extension includes deadlines for Mandatory Elevation and Reconstruction from September 1, 2018 to January 1, 2019.

December 31, 2017 - The Program will no longer consider demonstrable hardship requests to reactivate an application OR for extensions to Program deadlines— including those advertised in the original NOTICE OF DEADLINES or FINAL NOTICE OF DEADLINES, as well as any others outlined in applicant-specific communication.

December 31, 2017 - In accordance with federal guidance, the Program will no longer provide IMA extension benefits after December 31, 2017.

November 2017 - The NY Rising Housing Recovery Program has established comprehensive program deadlines for Housing applicants. The Program sent active applicants who have incomplete projects the FINAL NOTICE OF DEADLINES FOR YOUR FUNDING AND COMPLETION OF YOUR CONSTRUCTION PROJECT, which details Program deadlines and the resources that are available to retain funding, complete work and close out of the Program. If you are an active Program applicant, please review the notice sent to you, or refer to it via the link above.

December 19, 2016 - Applicants who have not yet received their first payment must now provide evidence of all costs incurred in order to receive their full award. The Program provided these applicants with a letter and fact sheet explaining that awards will no longer be based solely on cost estimation but reflect the actual costs outlined in contract documents. If you received your first payment after December 19, 2016, please review the letter sent to you or refer to the links provided above.

March 2016 - The Single Family Homeowner Program has closed the opportunity for applicants to opt-in for all Optional Items (Bulkhead, Elevation, and Optional Mitigation).

November 2016 -Applicants must finish all Optional Mitigation work prior to final site visit.

April 2014 - The Single Family Homeowner Program has closed and is no longer available to new applicants.

UNIFORM RELOCATION ACT

To comply with the Uniform Relocation Act, NY Rising provides assistance to tenants required to leave damaged rental properties where NY Rising funded home repairs. FAQs

How/when do I let the Program know I am interested in optional measures?

You will receive a letter from the Program, notifying you of the opportunity to “opt in” if eligible.  For some applicants, that notification came in their first award letter; others got a separate letter.  Applicants must opt in (by signing the Opt-In for Optional Items Form either on paper or online) within 60 days of receiving notification of the opportunity.  If you have not received the notification of opportunity yet but know you wish to opt in, you may request the Opt-In form from your Customer Rep or the Call Center.

Can I opt into Optional Elevation if I have already repaired my home?

Yes, the Program encourages individuals to protect their homes and property from future flooding.  Optional Elevation is available to any Applicant who meets the criteria of residing in the 100-year floodplain and receiving storm damage from any of the qualifying storm events (Hurricane Irene, Tropical Storm Lee, or Superstorm Sandy).

At what point in the Program will I receive funds for Optional Elevation?

If you are eligible for optional elevation and completed the necessary Opt-In Form for Optional Measures, the Program has a specific process and documentation requirements that you and your Design Professional must provide for disbursement of payments.

If I opt out of elevation, mitigation or bulkhead repair after receiving design funds and I have used those funds to pay a designer, do I have to pay back the funds?

Applicants who were advanced design funds and subsequently decide to opt out can keep the funds if they can document that the funds were spent on design services (and/or, in the case of elevation, on pre-design investigative services such as soil boring, elevation certificate and survey).  Documentation can be in the form of a certification from your design professional (see Design Professional Certification of Payment for Optional Measures) regarding how much they were paid; as well as receipts.  Any design funds received by the applicant over and above the amount actually spent will need to be paid back, or will be deducted from the applicant’s remaining award amount.  Applicants will not be reimbursed for design funds spent in an amount greater than the amount advanced to them by the Program. Applicants must still closeout of the Program and sign a Final Optional Grant Agreement.  If the home is located in the 100-year floodplain, the Applicant must obtain, and maintain flood insurance in perpetuity, and will need to execute a Storm Recovery Restrictive Covenant.

Will storage of my household goods be paid for during the elevation of my home?

No, storage expenses are not an eligible expense.
